Phase 3: Extend
# Keep it opt-in
Let people join scaled pilots by choice, and track who is watching.
Make it clear that participation is optional for now, and that successful pilots may become standard later. Joining early gives people a voice in how it works. Note who is observing rather than participating. They will need extra support in Phase 4.
